I'm trying to sign my Android v 9 tablet up but it can't access the agreement screen.

Is it possible to use Legacy OS, or some other tablet OS, to get the short tasks on my ARM tablet?
Would some other 3rd party Android app, added to Android 9, get me the agreement screen to finish the sign-up?
Is Android 9 too old?

This is the latest BOINC for Android version.

I don't have an Account Manager; tried using BAM! but I'd have to change my email that 50+ projects use.
Oh, I might be able to use GRC Pool but I solo crunch GRC.

We have application for ARM and Linux - for single-board computers like Raspberry Pi. We try to make application for Android and if it works out, then we will deploy it!

You can run the ARM Linux WU's by installing UserLand on your Android and installing BOINC there.
